Let me start by saying I didn't read the story.
It is possible that the driver had good reasons for separating the kids. If they regularly got into fights on the bus, they would have to be separated. Front or back being arbitrary with the possible exception being if one group gets off/on the bus first and were placed closest to the front so they didn't have to pass the other group.
Just a possibility... And probably totally wrong because I didn't take the time to read the story...
