That is certainly possible. But if you read the entire article, you will see that the bus driver only allocated the last two seats for the nine black kids -- not the last two rows, but the last two seats. Also, the bus driver called one of the families to apologize.
I did read the entire article, and I saw those two facts. By themselves, there is still a possibility (not much of one, admittedly) that the whole thing is a more-or-less innocent mistake. What was the apology for? "I'm sorry that I unintentionally embarrassed your children" is way different than "I'm sorry for being a racist POS."
Again, I don't have much hope that it's an innocent screw up, but it's just hard to believe that anyone would be that much of a moron in this day and age.
