It would seem so, unless you consider that Dutch Law is also used in Aruba, where we have seen countless "arrests".....so "arrest" (alone) really doesn't mean very much under Dutch law as compared to many countries. IIRC, Dutch law allows anyone to be arrested and held for up to 14 days minimum upon "suspicion" alone, no probable cause being necessary
