"What do you suppose the packets of starch were for?" Maybe they thought if the bombs were discovered before they detonated, everyone would delay any further action for fear of what was in the packets, anthrax, etc.? Then the bombs would go off?

A powdered substance. Literal translations have little meaning. The aftermath that I saw was from a propane cylinder in a bicycle basket outside of a restaurant. The "starch" was rat poison that caused massive bleeding. But we all need to understand that THIS was just a poor Lebanese student that was misguided, and forced to this by the evil western influence.

Sorry, Stärke is literally "strength". An accelerant, or strengthening agent. Something that makes another thing stronger.
