Possibly not. This seems to be a standard thing in Michigan. I have it on good authority that our Sen. Lenin (oh, my bad) Sen. Levin once said with regard to Constitutional authority for the Federal government to oversee Education: "I don't know where it is in there (the Constitution), but it's there."
