In Elite N.Y. Schools, a Dip in Blacks and Hispanics

More than a decade after the city created a special institute to prepare black and Hispanic students for the mind-bendingly difficult test that determines who gets into New York’s three most elite specialized high schools, the percentage of such students has not only failed to rise, it has declined.

The drop at Stuyvesant High School, the Bronx High School of Science and Brooklyn Technical High School mirrors a trend recently reported at three of the City University of New York’s five most prestigious colleges, where the proportion of black students has dropped significantly in the six years since rigorous admissions policies were adopted.

The changes indicate that even as New York City has started to bridge the racial achievement gap in the earlier grades, it has not been able to make similar headway at top public high schools and colleges. Asian enrollment at all three high schools has soared over the decade, while white enrollment has declined at two of the three schools.

City education officials said they were at a loss to explain the changes at the three high schools despite years of efforts to broaden the applicant pools.

Andres Alonso, the city’s deputy chancellor for teaching and learning, described the figures as “extraordinarily surprising,” even though they are the Department of Education’s numbers. Deputy Mayor Dennis M. Walcott called the schools “true gems of our system,” saying, “We have to make sure they’re open to all of our students.”

Robert Jackson, the chairman of the City Council education committee, who is from Washington Heights, was more pointed in his criticism.

Over all, Hispanic students are the largest group in the city’s schools at 36.7 percent, and black students are next at 34.7 percent. The 1.1 million-student system is 14.3 percent Asian and 14.2 percent white.

In government bureaucracies these days the favorite buzzword is "best practices". The idea is that you study what works and then copy it.

So, presumably if the idiot who wrote this article hung out with Asian kids and watched their daily routine they might figure out the "secret".

That's not all that has declined at the 'elite' high schools.

Standards of discipline and standards of achievement have decline.

I suspect a lowering of admission standards had something to do with the bad behaviour and lack of achievment.

Hell this is obvious! The Asian component is way up. Naturally the rest, including whites, would be lower.

Culture, unfortunately. Lack of family support, poverty, and if illegals involved...culture should be counted twice.

Looks like they'll have to start a "special institute" for the white students next.

Exactly so. A few months back, some journalistic slug was whining about the general uselessness of algebra and how he had no need of it in his life...so nobody should have to pass algebra...sigh.

The bias of the author is clearly articulated by her inclusion of this quote (made by the chairman of the NYC Education Council): “The statistics clearly show that black New Yorkers are being shut out”...

In fact, the more startling revelation of the statistics presented, and what the author should have focused on, is the representation that the percentage of Asian students, who make up only 14% of the NYC student population but 58% of enrolled students at these schools, has rapidly displaced all other categories of students...not just blacks.

The more intriguing questions presented by the data, and ignored by the author, are: Why have Asian students done so well? Why have blacks, whites and Hispanics done so poorly?

What is interesting is that in 1993, white enrollment, which had been rising, dropped significantly across the board. What happened in 1993?

Let's see.....rap music and hip hop culture is now a tenent of youth culture....TV & commercials demean all positive male role models...music videos exult females as hoes & bitches...violence is good...learning is bad....authority is good and respect is bad...the msm constantly decries the racist white elitist society...all chant the dem mantra...the gubment owes them by birth right...illegals attach to a community as parasites to a host and suck out the life blood (tax resources)....No...this article is wrong...educating the youth of today is doing just fine..."ye reap what shall ye sow!"

I guess the hopes and dreams of a generation of young Black and Hispanic children were forever dashed when the NYT, bowing to pressure from the Vast Right-Wing Conspiracy, was forced to fire that immensely talented reporter, Jayson Blair.
