Well, that's actually interesting because by sheer coincidence, the best universal liquid decontamination agent for chemical warfare agents is a 0.5% hypochlorite solution, prepared by diluting household bleach to one-tenth strength.

Actually skin 'bleaches' (lighteners) are hydroquinine (suspended in a gel or ointment) NOT chlorine bleach.
