It depends on which bloodline dominates... I'd say the the animal has more Chow in it. Chows are about 45 pounds, up to 70 pounds - females are always smaller than males. Avg ht. is about 18" to 22". (I once owned a male Chow Chow who was about 45 pounds during his adulthood). Also there are Rough Chow Chows and Smooth Chow Chows, like Rough and Smooth Collies.
