A friend who is in law enforcement said there's a good chance they might not be terrorist-related after all - or rather, it's terrorism of another sort - these prepaid cellphones are incredibly popular among illegal aliens, and a lot of people have made a lot of money buying cheap prepaids elsewhere and bringing them to border states.

Illegals like them mainly because of them not being tied to an account (which would, in theory, require some kind of identification, home address, etc.), and because they are untraceable (some are paranoid).
