Thrown rocks can kill, blind, maim and seriously injure police forces. Response to throwing of rocks should be the same as if they were fired upon. Respond with live rounds fired by police snipers attempting to target the rock throwers. A few occurrences of this type of behavior and the appropriate response would see a very rapid fall off of rock throwing.
