If there was a way to TRACK the phones, I have no problem with anyone buying them. As long as they are turned on, they are tracked.

"As long as they are turned on, they are tracked." I doubt it. You have no way of knowing who is using them. These phones may have nothing to do with detonations. Too many phones. Maybe the muslims are worried that NSA is spying on them and they are all paranoid? (It's a certifiable fact that most of them are paranoid.)
