I don't know anything about how IEDs work, but wouldn't the phone need its batteries to be used to detonate an IED? I am assuming that the remote detonation is achieved by calling the phone in the device.

Couldn't someone generate a generic photo of a 20-something Middle Eastern-looking man, and direct Wal-Mart employees to hit a panic button any time one shows up to make a purchase? At this point I think the purchase of ANYTHING by one of these individuals can be, legitimately, viewed with suspicion. They shouldn't be allowed to purchase liquids of any kind, and if CAIR thinks that's unfair then notify the f**&&^& terrorists that they started it first.
