My guess is, no. The chemicals detonate using the oxygen and acetone vapors from the mixture. Both high concentration h2o2 and acetone are volatile and expand rapidly when shaken (h2o2) and heated (acetone).

If they were premixed, they would most likely burst seals and leak everywhere; no go boom.

They could be placed in a container with sealed barrier between the two that is designed to dissolve within a certain time frame, thus mixing the two. Suicide bomber/passenger takes out his cellphone 3-4 hours into the flight and BOOM.
