And why shouldn't he? Hizbullah appears to be on the verge of what will be viewed as an major victory over the state of Israel. Israel never stopped the rocket attacks, did not achieve the return of their Israeli soldiers and was never able to hold any significant territory.

Hizbullah will not disarm, will be viewed as the Islamic Lion in that region of the world, and will live to fight another day. Nasrallah will not be wrong when he declares victory.

Narallah may have hard time to emerge from his bunker because Israel will kill him once he is in public, but as an Arab who is detached from reality he and his followers will delcare vcitory, they have been doing this for long time. Arabs always declare victory in all their defeats.

This UN resolution 1701 does not call for cease fire but for Israel to halt offensive operation and can keep defensive actions. In other words Israel can capture as much land in the next 36 hours to 48 hours, hold the grounds, and clean the area from Hizballah terrorists as a defensive measure. This can go for a month since Israel is not obliged to withdraw until the 15000 international troops arrive to take their place and this can take weeks.
