I'm hardly a fan of outsourcing, but I do see an opportunity to help relations with our neighbors to the south.
They need honest employment and are quite skilled too.
The Tijuana Polica Municiple, applying their time honored and traditional methods of interviewing would have these guys singing like the proverbial birds. Ten minutes or less!

You know that is the rocket fuel for large, liquid-fuelled ICBM's, don't you?

It was also used for smaller unguided rockets, the Lance, used by the Army. Yep, very corrosive and unstable, but these clowns don't really care about that.

TATP I understand is very volatile and quite capable of taking severely damaging an airliner

TATP and the dimer DADP are not liquids, however when you make it you use two liquids and one liquid catalyst, and time. It takes several steps to produce it and it requires several hours! I can not see any possible way that anybody can produce an effective amount of TATP on an airplaine, without being stopped in time. It is not just mixing some liquids and then it is a bang. If they do that the mixing bottle will break due to the production of hugh amounts of gas and the explosion would stop, with just a fraction of TATP produced and exploded. I do not think that sufficient amounts for the intended effect could be produced in that way.

On the other hand they could have planned to have a device for TATP on the airplane, like Richard Reid, but that is another story.

I didn't say they were going ot make TATP on the plane. When I talked of two parts was earlier, before I knew that the substance was TATP. As for it being a solid, yes, it is in the form of crystals, however the terrorists were going to make a slurry out of it and put it into the false bottoms of sport drinks, the slurry would have been dyed to the exact color of the drink. Don't know the brand of drink.

TATP has been the favorite explosive of these terrorists, using it on 7/7, the shoe bomber used it, and, I believe, it was what the muslims used in Madrid.

A pint-size Tupperware container on a counter was filled with TATP Hinrichs had manufactured, Mauldin said.

A pill bottle packed with TATP with a fuse stuck in it was found behind a computer, he said.

The FBI reported in November that 0.4 pound of TATP was found inside Hinrichs’ apartment. TATP is the most unstable explosive known and is “the explosive of choice” in the Middle East, Mauldin said. “It is so volatile, even a small amount on the tip of a finger will explode if it comes within 8 inches of a match,” Mauldin said.

Investigators also found a quantity of acetone and hydrogen, components necessary for manufacturing TATP, inside the student’s apartment.

“We found evidence of him compressing TATP, which is foolhardy, given its properties,” Mauldin said.

Making TATP is a seven-step process, Mauldin said, with the substance becoming explosive after three steps.

Bomb squad officers used great care in removing the material from Hinrichs’ apartment for fear it would explode, Mauldin said.

“And we wanted to get it out of there quickly. The longer TATP sits, the more likely (it is) to explode spontaneously,” he said. ..."

In the affidavit filed with the criminal complaint, federal agents said Jetton described how he and Rugo were able to obtain the materials necessary to make the highly volatile explosives from the Lowe’s Home Improvement Center in Texas City as well as an unnamed beauty supply shop. The combined materials formed an explosive known as TATP, or triacetone peroxide.

That bad mixture was confirmed in the federal affidavit. As The Daily News first reported, aluminum shavings had been added to the mixture, along with Thermite, which, in addition to enhancing the explosive properties, also decreased the material’s stability.

TATP can be inadvertently detonated by friction, agents said, which is what investigators believe happened last week.

Agents said Jetton was on the computer in the apartment’s bedroom while Rugo sat on the bed stirring the TATP with the aluminum filings and Thermite.

Rugo had been “playing with that (expletive)” Jetton is quoted as telling investigators.

Seconds later, a blast knocked Jetton into the bathroom and killed Rugo.

After first denying there were additional explosives in the apartment, federal agents said Jetton revealed under interrogation that the apartment contained containers of the materials needed to make TATP and six or seven handmade detonators. Investigators said he also revealed there was a quart bottle containing a diluted TATP solution. ..."

It means that it is manufactured prior to the flight, and it is hided in bottle. That makes more sense, but why all this talk about liquids?

I would suppose because it was going to be hidden inside of sport drink bottles, also they are not allowing any gels etc. onto aircraft either, I would imagine a slurry could be put into a toothpaste tube or hair product tube, or something similar. Better for them to be safe then sorry I think. Plus the news media runs with something before they find out all the facts!

I believe that TATP can be detonated with a spark even in a 25 percent water solution.

They wrote "peroxide-based liquid explosive TATP" etc. They are as ignorant as those that think that Red Mercury is something real. Unfortunately, many law officers or actually their superiors have no clue about chemistry or physics, so they can believe anything as well.

The solubility in water is very, very low so you will not get a 25 % solution, (the solution is probably less than 1 gm/1L water at room temperature, maybe you can get a 25 % solution in acetone, but it will not explode.)
