Even Clinton couldn't deny the plain-as-day scientific and biological evidence that the eagle is not threatened under any definition relating to the Endangered Species Act. So Clinton used the eagle's recovery as an excuse to brag about his administration's policy successes. Bureaucrats have dragged their feet on delisting the bird, it seems because some of them are enviro-radicals who want to halt development.
