The only real plan for the future is that some girls pick intimate spots that only a spouse would see -- such as places normally covered by undergarments. Oh, that's going to go over well with some future spouse if they buy into the modesty part of the culture. Actually, the mullahs in Iran are very pro-tattoo, they're all for tattooing numbers on the forearms of all the Jews.
It's an old Islamic tradition. Uncle Adolf just borrowed the custom.
