This cracks me up. They had rigs running off Santa Barbara but cut them down. Now they are concerned about supply impact.

Indeed, there should be and it should be massive.
Got it in one. California (and Florida) refuse(s) to do its (their) part to assure continuity of supply by drilling off their coasts, and accepting the construction of refineries, but want(s) "priority" on stored oil. They can freeze in the damned dark (or worse---park their cars and have to walk).

Schwarzenegger did not repeal of roll back the car tax. When Schwarzenegger restored Wilson's subsidy of the in-lieu-of property tax he did it to keep the mob from running him out of town on a rail.
For those individuals whose gross income is above the minimum threshold for state income taxation there is no practical difference between Davis' action (eliminating Wilson's subsidy) and Schwarzenegger's action (reinstating Wilson's subsidy). California taxpayers still pay the full tax. Under Davis' plan they paid directly through an annual assessment and under the Wilsonegger plan they pay part through an annual assessment and the rest as part of their income tax obligation.
Those who don't pay California Income Tax did benefit from Wilsonegger scheme. That portion of the VLF fee that they should have paid through income taxes is now, involuntarily, payed by others (those who actually pay state income taxes).

If everyone cared so much about the environment as they claim, Immigration, legal and illegal would come to a stand still immediately. The truth be known, the more people here the more oil, food, electricity, water, air and everything else these people consume.

I prefer the term basic civics.
Under California law there are only two classes of individuals who can unilaterally create, increase or eliminate a direct tax.
1) The electorate through a simple majority vote on an initiative.
2) The Legislature through a super-majority vote on legislation.
The Governor of California lacks the authority to create, increase, reduce or eliminate a direct tax without the written cooperation of the electorate or the legislature.
The usual suspects are well aware of the governor's limitations but persist in spreading their big lie.
Uh, Free Republic is in that "Blue" state, may I remind you.
