Schwarzenegger did not repeal of roll back the car tax. When Schwarzenegger restored Wilson's subsidy of the in-lieu-of property tax he did it to keep the mob from running him out of town on a rail.
For those individuals whose gross income is above the minimum threshold for state income taxation there is no practical difference between Davis' action (eliminating Wilson's subsidy) and Schwarzenegger's action (reinstating Wilson's subsidy). California taxpayers still pay the full tax. Under Davis' plan they paid directly through an annual assessment and under the Wilsonegger plan they pay part through an annual assessment and the rest as part of their income tax obligation.
Those who don't pay California Income Tax did benefit from Wilsonegger scheme. That portion of the VLF fee that they should have paid through income taxes is now, involuntarily, payed by others (those who actually pay state income taxes).
