There’s a simple way to end all of this nonsense but it takes guts.
#1. Announce that the next terrorist attack will result in the destruction of Mecca.
#2. Announce the next attack after that will result in the destruction of Medina
#3. Announce that we’ll keep going down the list of “holy sites” until there aren’t any left.
#4. Then DO IT!

I second that. It would be like Raid on terrorism instead of bug. To be most effective do this on "holy days" where they migrate there to stand around and pray to Satan.
