Camera man in the back and the other people on the left of the photo, there is sun on them.
Look at the guy on the left to the camera man's right. Now look at the perspective of the "his" feet. If the camera is facing him, why are we seeing so much of the tops of his feet and look at the perspective of the ciggarette butt.

I really don't see any evidence of Photoshopping. Blow it up and show me the pixels, and I may change my mind.
The proposition that it's a staged photo from another time and/or location is entirely plausible.

The left side of the pic shows hills and grass up to the "glasses guy". The horizon is different on the right side. I would guess the "city" was dropped into the background.
