During one of Grep Palkots reports yesterday a number of people said they saw Green Helmet guy in one of the video's. This is from yesterdays live thread post 657.
I don't wear tin foil but among others who saw him in the video are Miss Marple.
One note. I am not sure if this frame is from that news segment.

The T shirt logo seems to be the same as "the man in Black" noted in the blog presentation above.

I may be wrong, but isn't the guy in your picture in the background behind green helmet guy also the guy with the brush cut handling the stretcher in this stories lead picture?
Also, if I had to guess, I'd say that green helmet guy is getting ready for the upcoming stretcher scene photo op. by working on assembling his "red cross" props.
