hmm. I'm not seeing this. I do note, though, that his shirt is wavy. Not permanent press.
It's not just on him, it is the whole hill he is standing on. It has a more intense pixelization than the background. It's like the man and the rubble he is standing on has been manipulated. Either he wasn't there and was inserted; or, everything was there and a manipulation of contrast was done on the pixels that were there in order to make him stand out. It has been manipulated though.
Look above his right shoulder, do you see an area that looks like a cross three pixels tall and three wide with the center pixel darker then the rest of the cross, that's a touch up.
Also area to the left side of his face was not touched up next to his chin.
If you use a magnifying glass you can see the weird waves around the head.
