NEW YORK, Aug 2 (Reuters) - The U.S.-based rights watchdog Human Rights Watch on Wednesday put the death toll from an Israeli air strike at the Lebanese village of Qana at 28 and 13 missing, below the official Lebanese figure of 54 dead.

The incident on July 30 was one of the deadliest strikes in the 22-day-old war between Israel and the Lebanese-based Hizbollah guerrillas and jolted international efforts to resolve the conflict.

"The initial estimate of 54 persons killed was based on a register of 63 persons who had sought shelter in the basement of the building that was struck, and rescue teams having located nine survivors," Human Rights Watch said in a statement on Wednesday.

"It now appears that at least 22 people escaped the basement, and 28 are confirmed dead, according to records from the Lebanese Red Cross and the government hospital in Tyre," Human Right Watch said in a statement. It gave the names and ages of those killed.

The other 13 people were missing and presumed by some Qana residents to be buried in the rubble.

Of the 28 dead, 16 were children, Human Rights Watch said.

The group said it based its report in part on interviews with two witnesses to the Qana attack, one who was in the building during the strike and a second person who lived in the neighborhood and assisted in the recovery.

The U.N. Security Council on Sunday unanimously adopted a statement deploring the attack and asked U.N. Secretary-General Kofi Annan to report within a week "on the circumstances of this tragic incident."

Israel has called Qana a hub of Hizbollah activity, which some Lebanese sources have disputed.

Human Rights Watch said Israel had said the military targeted the house because Hizbollah fighters had fired rockets from the area. The group said its own researchers who visited Qana on July 31 did not find any destroyed military equipment in or near the home.

"Rescue workers recovered no bodies of apparent Hizbollah fighters from inside or near the building," Human Rights Watch said.

Land for Peace, right out of the 1930's.

I like the 40's version better myself. You know the one where first you bomb their land to rubble. They you occupy it. Then you sat that if they behave for a decade or two they can have their land back. Actually that appears to be exactly what the Israelis are proposing to do with their buffer zone.

I wrote Anthony Shadid of the Wash Post on Monday and asked him that exact question. He said they were sleeping in another building that was considered less safe. He also said he personally saw people being pulled out of the rubble. When I further questioned him about that since news reports said no one was allowed to be close to the bldg he gave me some nonsensical answer.

AMMAN (JT) — The destruction of Hizbollah will not solve the problems of the Middle East, King Abdullah said on Wednesday, stressing that the only way to achieve regional peace was ending the occupation of Arab lands.

The King said the Lebanese resistance group has gained popularity in the Arab world because it stood against Israeli aggression, and emphasised that even if Israel destroys it, other Hizbollah groups would emerge elsewhere in the region unless Arab rights are restored.

In an interview with Al Rai and Al Ghad Arabic dailies, the King noted that the Jewish state's policies have weakened the voice of moderation and contributed to the rise of extremism in the region.

"Israel must realise that even if Hizbollah is destroyed, and still there is no peaceful solutions to the Palestinian cause, and [Israel's problems with] Lebanon and Syria, another Hizbollah would emerge in a year or two in another country; maybe in Jordan, Syria, Egypt, or Iraq," the King said.

Do you think that the UN can hold meetings, agree on a treaty, form a peacekeeping force without US or UK troops, and get it deployed without US and UK sea-lift power in less than a week. Look at how log getting even the simplest sanctions against NK or Iran has taken. We could hold this up for months without even looking like we are stalling. Years if we decide to look like real butt holes.
