So not only did the Maryland authorities release a two-time offender, they also lost track of him (no address known) and failed to follow up with a parole officer.

Top it all off with a horrible database where no one can find his history, and you have a serial killer in the making.

Twice-convicted? According to the additional excerpt provided by Abby, make that thrice-convicted (not including harassment & battery):

* Sexual abuse: 1989 Pleaded guilty (7-month sentence)

* Indecent exposure: 1994 Convicted (sentence unknown)

* Third-degree sex offense: 2002 Pleaded guilty (served 1 yr of a 10-year sentence)

Plus he had dismissed charges from 1970, 1989, and 2000 (2). That's a 32-year track record in which he was charged for 7 sex-related crimes, convicted of 3, and probably served less than 2 years in jail.

Mothers who trust dangerous men seem to be one of the biggest threats to their ownchildren (and one of the reasons why they need a father in the picture). I remember a call to Dr. Laura (one of the few times I listened) several years ago. A woman called and said that one of her daughter's friends told her that they boy her daughter was seeing was abusing her. The mother didn't know what to do because, well, she really liked the boy. And she was afraid to tell her husband because he'd get angry at the boy and might do something. Dr. Laura told the woman that her husband was supposed to get mad and that it was his job to protect his daughter. She asked the woman why she was more interested in protecting the abusive boyfriend than her own daughter.
