Did you notice the guy in the helmet doing the holding? Why does he appear so much?
Actually, his name is Mamoud HockPtui, often referred to as the "Ned Beatty of the Middle East". He's a beloved character in the tradition of Cantiflas or Gabby Hayes. His first film appearance was uncredited but drew great praise from critics as the boy who used a dog turn to draw a Hitler moustache on his sleeping uncle, Syrian character actor "Falafel" Babaganoush.
Thats because you've found the newest celebrity in this devil's comedy, Dead Child Parader Guy. I think they are going to try and work him in as a regular on SNL.

When a building pancakes (like the WTC, like the OKC Murrah Building) you don't just find dead people, you find pieces of dead people. Normal rescue ops are, dig, dig, dig, dig, dig, stop--we have a body--extract very carefully, in case the victim might still be alive--dig, dig, dig, dig, dig, dig, dig--stop, another victim--dig, dig, dig, dig....
What you don't have are bodies being unloaded like groceries from the back of a station wagon.
And that guy in the green helmet, the propmaster, we can just call him the "dead baby" guy. Props! Here's a blue sussy to attach to the dead baby puppet!
