Smoking is a disgusting and idiotic habbit. There is no question about that. That said it shouldn't be up to the government to decide what legal activities a private enterprise allows. If a private business owner wants to allow smoking, that should be his right. If he doesn't it should be his right too.

That's how it should be.  The decision should be left up to the business owner and his patrons and not the government and city council's.
