We heard a lot of rumors several days ago that the Hezzies WERE blocking a lot of the South Lebanon families from leaving.
I honestly don't think this is a big deal. Israel is still going to continue its work and this takes off the PR heat. Unfortunately, women and children are still going to die because the Hezzies have absolutely no intention of letting their human shields go (which of course was the whole problem in the first place.)
