You'd have to resort to incredible ideas to get twelve million people moved. Not going to happen.

Put anti-gravity belts on all 12 million (Flash Gordon knows how to make these, so we have to defer the whole thing to the 25th Century). The people will either float out over the Pacific or the Salton Sea or the Mojave. Some will get snagged on peaks near Death Valley.

Some may wind up 282 feet below sea level, whether they float east or west.
