Yes, if there is some place for the bad guys to hide and then move to the freshly made ruins [i.e. if the destruction is rather gradual in time]. No, if the area destruction happens very quickly, so there's no place in that area to hide and wait it out. The area is reasonably small, so time-compressed destruction is feasible.

I'm unfamiliar with the construction in that area, but in many cases, there's no need to "move out and then back in"...basements, or just cover from blasts is enough. Remember that unconfined high explosive blasts are very inefficient at transferring energy into a target, and short of FAE or nuke blasts, it's difficult to thoroughly pulverize structures into dust! :-)
