Bolton: Council can have important role for full implementation of Resolutions 1559 and others. 1559 is intersting example because it was adopted by a 9-0 with 6 abstentions including Russia and China. The plan laid out by 1559 has been critical and more work for Council to do to back up investigatory commission and Hareera assassination and 14 other assassinations!

Feingold: I obviously don't have to tell you how important the role of UN ambassador is today. List of all the crisis going on in the world today; he's reading a prepared statement.
We do need to reform the UN but it will require US leadership, not just brinkmanship and scorn because your hostility of the UN leads me to question whether you're the right person to advance our concerns at the UN and your record hasn't put those concerns to rest.

Hey Swiengold, what ARE US objectives??? Bending over and taking it from dictators and terrorists whenever they want it?
Feingold: Looking at the record over the last year at the UN, I see a failure to build consensus. World summit outcome document which didn't mention a single referenmce to terrorism or WMD proliferation. He's reading a long list.
Why will we have more confidence in you in the future when we're facing a perfect storm.
Botlon: I take issue with your assessment of the outcomes in some of the reas you mentioned. The outcome with NK was a significant step - first resolution in 13 years on NK. I think we'll get resolution on Iran. No mention of arms control was fundamental disagreements that existed and it takes more than one to disagree.

Bolton: When we looked at continuing acts of sexual abuse by UN peacekeepers, we ran into opposition of even having the Security Council investigate those matters. So I don't take full credit for successes at teh UN and am aware those successes happen in Washington and our embassies, but neither is it the case, that when you have the accumulated inertia that we have at the UN, that whatever success we have or lack is entirely attributable to me.
Feingold: On the NK resolution, you didn't include Chapter 7 sanctions and said was crucial.
Bolton: I didn't say that; said we wanted a binding resolution and that's exactly what it does. Conclusion of our friends and Japan which of all the Council members who was most concerned that that resolution binded NK which it did.
Feingold: Sounds like an after the fact characterization.
Do you think we should pay our obligations to pay our assessed contributions to the UN?
Bolton: It's unequivocably the position of the admin. we should pay the UN dues, but I've seen the frustration grow in Congress over the years why our dues are withheld. THat's why we've tried to persuade others of the urgency of UN reform.
Feingold: So again, do you think we should pay our UN dues.
Bolton: As I said 30 seconds ago, Yes I do. ROFLLLLLLLLLL
