'regionalization' is what Agenda 21 is about. Do a Google search on the word sustainable. Lots of infor there about making smaller 'regions'.

I was reading some old articles from 1976 in Barron's about the Institute for Policy Studies. In those articles, they lay out the IPS agenda and the what basically looks like a framework for Agenda 21 and other programs. Looking back over the last few decades, it is amazing how successful they have been in implementing their marxist plan.
