It is banned in use against civilians. That is a bit redundant since civilians are not supposed to be targeted anyway.

Interesting (and reassuring) to know. I always thought their objections to sanctions were largely pro forma. It truly is nice to know that they have teeth and can actually do some damage.

Are you familiar with the saga of the Iranian bourse? Any insight?
