I would think this is a somewhat unfixable problem. We need secret programs and thus some of the checks on those programs are missing and thus there will be some abuses....
There's no way in hell that DemonRats in Congress or the Klintons were doing this. /s
The legislative branch needs to get out of the procurement business.
No legislator should be able to direct the purchase of any product or service.
They should be limited to the approval/appropriation process only.
Any and all requests for funding of projects should originate from the executive branch, whether secret or not.
