It is always easier to improve upon an existing design, than to create a new design from scratch. From what I know about the F-22 (which is darn'd little) it appears to be a good platform to work from.

From what I know about the F-22 (which is darn'd little) it appears to be a good platform to work from.
The big problem with using the F-22 (or the YF-23 design) as the basis for a new long-range bomber is crew endurance. There are all sorts of negative impacts to putting pilots into a small cockpit, expecting them to fly 18 hours to their targets, drop their bombs under combat conditions and then fly another 18 hours to get home.
The B-2A has just barely enough extra cockpit space to allow a small cot to be carried (it sits right on top of the chemical toilet) so that the aircraft commander and pilot can take turns resting on both the inbound and outbound flight legs.
