The whole project was estimated to be $4 billion or less. It's now at $14 billion.
What Dukakis is saying is that his guy could have done the job for $7 billion, or almost twice what it was planned for.
I love this ~ all answers are bad!!! Ain't often you find that.

It looks like with all the H1B visas granted lately to foreign engineers (undercutting all technical degree salaries), they could have found someone who did know what to do. I don't think it would have helped. It's probably not a design problem, but is related to the poor quality of materials actually delivered to the project and/or slipshod installation methods.
Typical results from a mob and union infested Yankee building project.
