Wait a minute. Granted, the explanation that Saddam was just following orders from the UN and wrote the order is acceptable. At the same time, how is this not any type of confirmation that he actually had the programs when Saddam has been vehemently maintaining he has NOTHING the entire time? Why would he just sign this order, its just seems uncharacteristic if he had nothing, it would be like admitting to a crime he didnt do (in his mind).
I thought exactly the same when I translated and posted this document on FR. However one freeper pointed it to me that that was not any top secret letter but rather an open letter by Saddam to satisfy UN requirement.
I still think its holds value and shouldnt be set aside. Was it confirmed? Was an official document with identical text ever found anywhere else? I would assume it can be found on the UN website if that were the case. Possibly a news story about it. Ill take a look.

Either way, this should be confirmed , I'm suprised it was blown off so quickly. Even if it was made under pressure of inspections, he is basically confirmng that he had WMD production and research as of 2003. Either that, or he just completely strayed from his stance that he had nothing whatsoever to satisfy the UN. Then again, why top secret?
