Why do you instantly assume that he is dumb? Have you ever heard the expression "dumb like a fox"?
I don't think he's dumb. I think he did something dumb. Inept. Fortunately, what he said wasn't exactly news to anybody, but it does make him seem coarse. He needs to be more careful and I'm sure Condi is giving him and earful.
