Dr. Rice uses no words accidentally. "Restraint" does not mean stop and has no concrete limit.
This is a good statement and shows the US government trust Israel to do everything it can to keep the good parts of the Lebanese government intact.

She says Syria and Iran must stop backing terrorists.Condi just got things backwards and mixed up the chronology a little, that's all. I liked Condi a lot better when she said what she thought, instead of trying to play CYA.
Sure, our Muslim allies need stroked from time to time, sure, Bush made it clear that we aren't going to jerk any Israeli strings unless they start looking over the Golan, a UN veto makes all that pretty clear, but in my opinion, it's about time for somebody to tell radical Islam to STFU or die.

In another, later report Dr. Rice was saying that they need to get back to the Roadmap to Peace.
[IIRC, that Roadmap required Israel to give way much land and actually help the Palis, and that didn't work out very well in the first 5 years of the Bush Admin.]
