I don't remember the exact miles, but I think it's a bit more than 18 to Rosh HaNikra, which is still on the Israeli side. Asuming the missle wasn't fired from the border itself, It would require more range.

Looking at the map on post 117 Haifa is about 25 miles from the border. Well outside of the longest rage of the Katyusha that I know of.
