If I read this correctly, the "primary source" is whoever told Novak that Wilson was sent because of his wife who worked at the CIA. Novak then found her name in Wilson's Who's Who entry. He had subsequent conversations with Rove and Harlow. So there is still a source but apparently no one committed a crime.

Doesn't' there have to be some kind of "intent" to expose an agent, or something, for there to be a crime?

Looks target on. Now, put all of this through a meat grinder (in Novak's position, while he was in the info gathering phase of the story). Would you limit youself to using only one branch of the government or one side of the isle?
