Yes, it was, and if you read Jayna Davis' book "The Third Terrorist" it will become clear (early in the book!) that the OKC bombing was yet another Iraqi op.

Jayna Davis did so much research that former CIA Director James Woolsey said that "When the world knows the truth about OKC, they will owe Davis a debt of gratitude."
