Delgado was racing a Cadillac SUV at high speeds when the "accident" occurred.
Time behind bars for negligence due to stupidity doesn't seem adequate in this instance, for some reason.

That would be the Masai tribe of Kenya. Tonga has chickens and pigs and lots of tropical plants - cows do better elsewhere. Tortoises do well there - one was supposedly given to Tonga's king in 1773 by Captain Cook and lived until 1966.
