There is a lot of truth to your words. But few will see the correlations and a pro-liberal media will not comment of draw this conclusion even WHEN they know the truth.
Our failure in Somalia set a tone. Many saw us as a "Paper Tiger" (OBL own words). It was a horrible disaster for the Somali people who today are ruled by warlords. It's a security threat because it created a "safe country" for Jihadist elements to flee to as OBL did in Afghanistan and Sudan.
That said, we never fully left Somalia. We are still meddling in this place.

Way back in 2002, it was thought that Al Qaeda might set up in Somalia after we went into Afghanistan. A buddy of mine with a MEU(SOC) headed there in 2002 and they sat offshore for weeks cutting donuts in the Indian Ocean and then up and left.
Then the German Navy moved in and did all sorts of ELINT (Somalia was once German I guess) for months and eventually everyone figured that there was no threat.
Looks like AQ moved in behind us.

Clinton cut and run in '93 and this is the long-term result. Only partially. The salamikazes are exploiting unrest in exactly the same way the Soviets did, back during the Cold War. Clinton left the unrest, which is bad enough; but he's not to blame for the salamikazes taking advantage of it.
Really, in terms of tactics and where they take action, there's very little difference between the Islamic extremists of today, and the Communist extremists of yesteryear.
This is why it's a damned good thing that the US has put boots on the ground in Iraq and Afghanistan -- the salamikazes have to be defeated, just as the nazis and commies had to be defeated, and we need to be fighting them now, when it's relatively early.
Waiting for the salamikazes to spread more fully throughout the region would make it far more difficult to control them.

The reason we went in there in the first place, under Bush41, was because the Somali people were ruled by warlords. Things really haven't changed much in that respect.
The difference is that radical Islam has spread a great deal in the past 20 years. It thrives in places like Somalia, but it exists independent of such places.
