This is so silly, but he looked excited to be able to have real cash in his hands.
A RFID chip based identification card with specifics as to the nature and length of a legal entry would then be the requirement for jobs, education and so forth. Further, such a card could be "lifted" for documented illegal activity and crimes.
Any guest worker program or plans to recognize or prioritize illegals would then follow.
