What about those 700,000 "annulled" votes we heard about a couple of days ago. Are those being counted now?

What about those 700,000 "annulled" votes we heard about a couple of days ago. Are those being counted now?
I doubt it. This is supposed to be just a re-tallying of the tally sheets and recounting of the votes in areas where the tally sheets had errors.
Sometimes, people are disgusted by all of the candidates and don't want to vote. There were at least two other races going on - for Senate and Chamber of Deputies, and some local races as well.
