Well, he is making a good effort (for him) on behalf of his handlers (the PRC). He even threw-in a shot in Russia's direction so that the ChiComs could observe Russian responses. The TD-2 failure is just to fun to ponder; either we whacked it (that would be a nifty demonstration of an ability to select one missile out of many) or the thing suffered as catastrophic failure (which is rather amusing).
I heard someone mention today the smaller missles were based on 1950's technology...not sure if that's factual.
