And proposed rule changes do not include the majority of fuel tanks which are in the wings of transport airplanes, nor this country's large fleet of cargo aircraft." The obvious reason for this is that design, electrical, or mechanical failure of the Center Wing Tank circuitry was never the cause of the accident in the first place. No urgency, none at all. 700+ Long Island resident witnesses still know what they saw, and why Flight 800 exploded. Nothing has changed, unfortunately, with the possible exception of a few curious and interesting slips of the lip by Kerry and Stephanapolis.
