My 2 cents worth: we would have not done anything to that launch unless there was a direct threat to the US. If for no other reason than this: the best way to learn of the enemy's capabilities is to watch it perform for as long as possible.
The doctrine and standing orders for the missle defense commands are clear - if it looks like it's heading for the US, kill it.
And the TD2 was on a path that could have taken it to the US. In the case of nuclear weapons, shoot first, ask stupid questions later.
