Absolutely! Philosophers like Singer want to ignore the qualities that make humans unique and different from all other animals. That fits their atheist worldview.
One of the unique qualities that humans have is the ability to restrain ourselves, to have empathy for animals. If we're all reduced to apes we'll think nothing of killing apes, just as the apes would do us.

I think humans have killed each other a million times more just in 20th century than apes have ever.

When we raise animals to the level of humans we do not elevate animals so much as diminish humans.
The evil implication of this and other insane legislation will only become apparent when it has fully done its deadly work.
